भारतीय सांकेतिक भाषा (आईएसएल) को सरकार को आधिकारिक मान्यता देना चाहिए: वैभव कोठारी

15 अगस्त, 2020 कोलकाता: 135 करोड़ घनी आबादी वाला देश भारतवर्ष, जिसमें 1.3 मिलियन से अधिक दिव्यांग नागरिक शामिल हैं। इन नागरिकों की सुविधार्थ केंद्र सरकार को भारतीय संविधान के तहत भारतीय सांकेतिक भाषा (आईएसएल) को 23वीं आधिकारिक भाषा बनाना चाहिए।

कोलकाता के सामाजिक और सांस्कृतिक कार्यकर्ता संदीप भूतोरिया द्वारा आयोजित ‘विनिंग चैलेंज’ नामक वेबिनार में प्रधान अतिथि के तौर पर उपस्थित मूक और बधिर उद्यमी, इंजीनियर और प्रेरक वक्ता वैभव कोठारी ने वेबिनार में अपने विचारों का आदान-प्रदान करते समय यह बातें कही। उन्होंने इस वेबिनार के जरिये दुनिया के विभिन्न हिस्सों से जुड़नेवालों से संवाद करने के लिए इस सांकेतिक भाषा का ही इस्तेमाल किया।

वेबिनार के दौरान संदीप भूतोरिया द्वारा वैभव से पूछे गये सवाल में कि आपको क्या लगता है, भारत की संविधान के तहत मौजूदा 22 अनुसूचित भाषाओं की सूची में भारतीय सांकेतिक भाषा को शामिल करने पर इस भाषा को कितना महत्व और बढ़ावा मिलेगा?

वैभव ने इसके जवाब में भारतीय सांकेतिक भाषा को 23वीं आधिकारिक भाषा बनाने की अपील पर फिर से जोर दिया, वैभव ने सरकार से आह्वान किया कि सरकार अपने यहां रहनेवाले लाखों बहरे और गूंगे नागरिकों की बात सुने और उन्हें उच्च शिक्षा हासिल करने और राष्ट्र निर्माण में प्रभावी योगदान देने के लिए भारतीय सांकेतिक भाषा को बढ़ावा देकर उन्हें सशक्त बनाए।

जिस तरह सरकार हमारी प्राचीन संस्कृत भाषा को बढ़ावा देती है और उसे संरक्षित करने पर हमेशा जोर देती है, जो भारतीय संविधान के तहत 22 अनुसूचित भाषाओं में से एक है, इसी तरह से भारत में नव-विकसित भाषा जो भारतीय सांकेतिक भाषा (आइएसएल) है, इसे भी अनुसूचित भाषाओं की सूची में शामिल करने की अत्यंत आवश्यकता है। वैभव ने कहा कि यह भाषा गूंगे और बहरे लोगों को उच्च शिक्षा हांसिल करने और उनके लिए छूट गये अवसरों को फिर से हांसिल करने एवं श्रवण हानि से पीड़ित लाखों भारतीयों को सशक्त करेगा।

वैभव ने सांकेतिक भाषा का संज्ञान लेने के लिए नई शिक्षा नीति पर जोर देते हुए कहा कि भारत के कई संगठन और उससे जुड़ा हर व्यक्ति 30 साल से अधिक समय से इस मांग के लिए लड़ रहे हैं। वैभव ने इस वेबिनार के दौरान संदीप भूतोरिया के उस सुझाव का पूरी तरह से समर्थन किया कि जिसमें संदीप भूतोरिया ने कहा था कि देश में बहरे व्यक्ति के लिए एक संसदीय सीट आरक्षित किया जाना चाहिये। जिसका प्रतिनिधित्व करते हुए चुना गया व्यक्ति इन श्रेणी के लोगों की समस्याओं को सरकार एवं दुनिया के सामने “बधिर पर्यावरण-प्रणाली” का प्रतिनिधित्व करते हुए रख सके। सांकेतिक भाषाएं अपने स्वयं के व्याकरण और शब्दकोश के साथ पूर्ण प्राकृतिक भाषाएं हैं। यद्यपि श्रवण की आबादी देश के सबसे बड़ी संख्या में से एक है, फिर भी भारतीय संविधान में यह औपचारिक रूप से मान्यता प्राप्त सांकेतिक भाषाओं में शामिल नहीं है।

2011 की भारतीय जनगणना के अनुसार देशभर में 1.3 मिलियन ऐसे लोग हैं, जो सुन नहीं सकते हैं, लेकिन दूसरी ओर भारत के नेशनल एसोसिएशन ऑफ डीफ का अनुमान है कि पूरे भारतीय आबादी में 18 मिलियन इस तरह के लोग हैं, या फिर हम यह भी कह सकते हैं कि भारतीय आबादी का 1 प्रतिशत के करीब लोग बहरेपन की समस्या से ग्रसित हैं। हाल ही में कोरोना वायरस के कारण देशभर में लॉकडाउन की स्थिति में यह पाया गया कि भारत में श्रवण बाधित समुदाय को कई तरह की दिक्कतों का सामना करना पड़ा। नई ऑनलाइन शिक्षा प्रणाली के तहत देखा गया कि बहरे बच्चे पढ़ाई करने में असमर्थ हैं, क्योंकि अधिकांश माता-पिता भारतीय सांकेतिक भाषा (आईएसएल) को नहीं जानते हैं। नई शिक्षा नीति के तहत भारतीयों को आईएसएल पर शिक्षित करना चाहिए और इसे एक आधिकारिक भाषा बनाना चाहिए।

समाजसेवी संदीप भूतोरिया ने कहा : कि इन दिनों हम एक अभूतपूर्व समय में रहकर इस कठिन घड़ी से गुजर रहे हैं, इस अनिश्चितता में हमारे भविष्य को प्रभावित करने की शक्ति निहित है, वैभव कोठारी इसका एक आदर्श उदाहरण हैं। भारत में रह रहे बहरे और गूंगे लोगों से संबंधित एक महत्वपूर्ण मुद्दे को उजागर करने के लिए मैंने वैभव के साथ व्यक्तिगत रूप से इस वेबिनार के जरिये अंतरंग बातचीत का फैसला किया है, जिन्होंने सामाजिक मुद्दों को सुधारने के साथ-साथ सरकार के साथ मिलकर राष्ट्रीय महत्व पर एक सफलतापूर्वक अभियान भी चलाया है।

नई दिल्ली में केंद्र सरकार ने 2015 में भारतीय साइन लैंग्वेज रिसर्च एंड ट्रेनिंग सेंटर की स्थापना की थी। मार्च 2018 में पहला भारतीय साइन लैंग्वेज डिक्शनरी लॉन्च किया गया था। इसमें भारत की अब अपनी सांकेतिक भाषाओं की शब्दावली है। इसमें दुनिया में 130 से अधिक सांकेतिक भाषाएं हैं। इधर विभिन्न देश भी अपनी-अपनी प्रणाली के तहत सांकेतिक भाषाएं विकसित कर रहे हैं।

वैभव कोठारी का जीवन एक साधारण लड़के की असाधारण उपलब्धि की तरह सरल है। उन्होंने अमेरिकी सांकेतिक भाषा (एएसएल) सीखी और संयुक्त राज्य अमेरिका से एमबीए और इंजीनियरिंग की उपाधि प्राप्त की। वह अपने परिवार के व्यवसाय ओम मेटल्स इंफ्रा प्रोजेक्ट्स और ओम इंटरनेशनल एलएलसी के सफल उद्यमी हैं। वह एक टॉक शो ओमभाई की मेजबानी करते हैं और वह एक कुशल प्रेरक वक्ता भी हैं। जो लाखों लोगों को प्रेरित करते है कि वे अपने भौतिक विकलांग से निपटने का प्रयास करें। उन्होंने एक लघु फिल्म का भी निर्देशन किया है जिस फिल्म में बहरे लोगों की दुर्दशा पर प्रकाश डाला गया है।

भारत में गूंगे और बहरे लोगों की उच्च शिक्षा के लिए ज्यादा स्कोप नहीं है क्योंकि बहुत कम कॉलेज और संस्थान दुभाषियों या सांकेतिक भाषा में पढ़ा सकते हैं। इस प्रकार छात्रों को अन्य स्रोतों की ओर रुख करना पड़ता है जिसमें अधिकांश छात्र के अभिभावक उतना खर्च नहीं कर सकते हैं। विकलांगता अधिनियम 1995 वाले व्यक्तियों के अनुसार सरकारी और निजी एजेंसियों में एक प्रतिशत नौकरियां उनके लिए आरक्षित हैं। लेकिन उन नौकरियों में देशभर के किसी भी विश्वविद्यालयों से डिग्री एवं प्रमाणपत्र होने जैसी शर्तें भी शामिल हैं।

 

कोलकाता के सामाजिक और सांस्कृतिक कार्यकर्ता, लेखक, स्तंभकार और ब्लॉगर संदीप भूतोरिया, जिन्होंने अपने माता-पिता को पासपोर्ट कार्यालय में ले जाने में असमर्थ सरकारी नीतियों को बदलने के लिए सफलतापूर्वक अभियान चलाया है। इसके साथ ही हाल ही में कोरोना संक्रमण के कारण ऑनलाइन कक्षाओं के कारण किंडरगार्टन के बच्चों के बचपन को बचाने के लिए भी वह अपनी आवाज बुलंद कर चुके हैं। कोविड- 19 वैश्विक महामारी के कारण भारी कठिनाई का सामना कर रहे भारत के लोक कलाकारों और शिल्पकारों को सहायता प्रदान करने के लिए देश के प्रधानमंत्री से उनकी अपील पर केंद्र सरकार द्वारा उन कारीगरों को सूचीबद्ध करने के लिए तेजी से कार्रवाई शुरू की गई जो पहले बाहर रह गए थे।

Moreover, Dubai’s leading 5-star fashion hotel, Palazzo Versace, Jaddaf Waterfront has come onboard as Hospitality Partner and would be playing host to the Bollywood stars and crew of the series for the entire duration of their stay while some parts of the series may also be shot at this luxurious property.

Welcoming the collaboration with Gaurang Doshi Productions, Monther Darwish, Managing Director, Palazzo Versace, Jaddaf Waterfront, Dubai said, “It would be a great pleasure for us to host the Bollywood stars and team of the web series at our luxury property and we are truly looking forward to be their host for the next 8-months”.

The entire cast and crew for both the web series consist of over 100 members while the illustrious crew of 7^th Sense also features prominent actors like Elli AvrRam, Aashim Gulati, Sana Saeed, Ahsaas Channa, Dibyendu Bhattacharya, Sajjad DelaFrooz and Manuj Sharma alongside the big stars.

“Audiences would have never seen something of this magnitude in a web series till date, with such a mega star cast, super spectacular UAE locales, glamorous sets, a fascinating plot and everything presented magnificently, the murder mysteries will not only intrigue and excite but will create history”, added Doshi.

‘7^th Sense’ is being directed by Karan Darra, the story and screenplay is by Gibran Noorani whereas Nagaraj Rathinam  is the Director of Photography, Sandeep Shelar is the Production Designer  and Charan Pathania will give the music and the background scores .The prep work for second web series, ‘Line of Fire’, the espionage fast-paced action thriller, will also begin simultaneously with that of ‘7^th Sense’.

The big budget web series are produced under the patronage of His Excellency Suhail Mohd. Al Zarooni,an Emirati businessman,Guinness World Record holder and Ambassador at Large, Dubai.

 

Furthermore, Madhu Bhandari is the co-producer; Amey D. Nargolkar and Munir Awan are the associate producers, whereas Parag Parekh and Ronak are the financial advisors for both the web series.

He was 64 and had been hospitalised for a long time. Amar Singh was born on January 27, 1956, in Aligarh district of Uttar Pradesh.

He was an alumnus of the of St. Xavier’s College and University College of Law, Kolkata from where he earned his LLB.

Amar Singh had been battling health issues for several years. In 2015, he was once rushed to the Fortis Hospital in New Delhi after he complained of uneasiness and had complained of pain. He had been hospitalised in Singapore at least since March this year. In March, Amar singh rubbished rumours about his deaths with a video tweet saying ‘Tiger zinda hai’ and though “well wishers” want him dead, he is alive, awaiting surgery.

Amar Singh, a sitting Rajya Sabha MP, had been facing health-related issues for over a decade and had undergone a kidney transplant. He will be rembered for ever as leader and well being person for years to come.

30^th July 2020, Mumbai, India: Gaurang Doshi Productions announces that Ameesha Patel, Prateik Babbar and Swedish-Greek actress Elli AvrRam are the latest additions to the already star-studded cast of the new ‘7^th Sense’ web series.

The talented trio now join the superstars’ crew, consisting of R Madhavan, Ronit Roy, Chunky Pandey, Tanuj Virwani, Aashim Gulati, Sana Saeed, Ahsaas Channa, Dibyendu Bhattacharya, Sajjad Dela Frooz and Manuj Sharma.

Last month, Gaurang Doshi, the eminent Bollywood producer, had revealed his debut into the world of digital entertainment with the launch of two web series, ‘7^th Sense’ and ‘Line of Fire’.

The big budget web series are being produced under the patronage of His Excellency Suhail Mohd. Al Zarooni, an Emirati businessman, Guinness World Record holder and Ambassador at Large, Dubai, and will be filmed in the UAE.

“With stars like Ameesha Patel and Prateik Babbar joining the crew of ‘7^th Sense’, I can only say that the action will get more exciting. I have always believed in creating larger-than-life canvases and with the biggest star cast ever featured in any web series so far, we are here to create a magnum-opus.

“Audiences will be enthralled with the spectacular locales, gripping storylines, fascinating plot and glamorous sets presented in the intriguing murder mysteries,” said Gaurang Doshi.

“We are in the final stages of the visa and permission process and plan to start the filming for ‘7^th Sense’, the first web series in August. Moreover, around 15 crew members consisting of technical team and directors arrive in UAE on the morning of 1^st August by Emirates Airlines. Shooting for Season 1 and 2 will be completed in about 140 days, with most of the action happening in Dubai and Abu Dhabi,” added Doshi.

Commenting on the web series, actress Ameesha Patel said: “I am extremely excited to make my debut in a web series, with such a wonderful concept and content, and am equally excited to start the web series in the UAE, a country that I am so fond of and visit very often.

“I love the people, the culture, the food, the glamorous and larger-than-life locations which are going to make the web series even more thrilling. It certainly feels great to start working after being in lockdown for four months, she added.

On collaborating with Gaurang Doshi, Ameesha said: “Gaurang and I have wanted to associate together on films in the past but somehow that didn’t happen. Now that I have got this opportunity, I am glad to be making my web series debut with a good friend and an even better producer. Gaurang always mounts his Bollywood film on a huge canvas and I am sure this time too he will not leave any stone unturned and will do his best to make his mark in digital entertainment too.”

Speaking excitedly about getting back to shooting, Prateik Babbar said, “I feel blessed to be shooting again and salute Gaurang for making this project happen. The audience should expect the unexpected, a wild roller-coaster ride and my character will make the ride wilder, so buckle up”.

Elli AvrRam, the Swedish-Greek actress based in Mumbai, said:“I don’t really know how to express in words how excited I am to get back to a set, to step into a character and just live that character, be that character and just shoot.

“The moment I knew that this project is being produced by Gaurang Sir, I mean I already knew it’s a brilliant script because he is that one producer who is extremely choosy and he has that brilliant eye for what is great. I feel so blessed and grateful that Sir is putting his belief in me, for letting me be a part of this show.

“That really means a lot to me and I will do my best to make him proud and hopefully, we will work on many more projects together,” added Elli AvrRam, who is well known for the Bollywood movie ‘Micky Virus’ and her participation in the realty TV show, ‘Big Boss’.

‘7^th Sense’ is a crime thriller/murder mystery that promises to keep viewers on the edge of their seats with its gripping plot and well executed screenplay.

The prep work for ‘Line of Fire’, the espionage fast-paced action thriller, will also begin simultaneously with that of ‘7^th Sense’.

The web series “Line of Fire” will comprise of two seasons and boasts of superstars like Prakash Raj, Jimmy Shergill, Mohammed Zeeshan Ayyub, Tanuj Virwani, Vijay Raaz, Tannishtha Chatterjee, Kabir Singh, Sana Saeed, Manu Rishi and Tanvi Azmi.

‘7^th Sense’ is being directed by Karan Darra and the story and screenplay are by Gibran Noorani. Whereas, the story for “Line of Fire” web series is written by Shayak Roy and Ankul Singh. Directed by Shayak Roy, the screenplay writers include Ankul Singh, Nikhil Mishra and Sanjay Kumar Chadwara.
