29th May 2020 : “India is the pharmacy of the world and will remain the pharmacy of the world. A vaccine for COVID-19 will soon be developed by Indian scientists,” Ashwini Kumar Choubey, Minister of State for Health & Family Welfare, GoI, declared in conversation with Mahavir Lunawat, Group Founder, Pantomath, and Co-Founder CorpGini, while addressing the inaugural session of the three-day virtual panel series on ‘The Future of Healthcare, Pharma and Allied Industries’ being conducted on April 29-31, 2020. Encouraging innovations in Pharma, the Hon’ble Minister declared that we should focus on ‘brain gain and avoid ‘brain drain’. Hon’ble Minister suggested that platforms like CorpGini must work on bringing the best Indian brains back home so that India can strengthen its dominance in pharma and wellness sectors and serve humanity. Highlighting India’s rich history in pharma, he urged the sector to foster innovation, acknowledging the significance of a platform like Corpgini that has 3000 plus corporates and solutions associated with it, as a key process influencer and growth driver.

Sharing insights during the virtual panel discussion held on the theme ‘Digital Health – Life Sciences 4.0: Disruptive Technology or Just a Disruption’ with the sub-theme ‘Industry impact and business continuity post-COVID-19: Production, supply, distribution, product innovation, global trade norms and challenges, the Hon’ble Minister pointed out that the topic is very relevant and useful given the current situation. Comparing CorpGini’s initiative with the ‘Samudra Manthan,’ the Minister said that the sessions being held over three days will yield a nectar that will enable India to be self-sufficient and confident, even bigger in the pharma and healthcare sectors, driven by innovation.

During his address, Shri Ashwini Kumar Choubey, Hon’ble Minister of State for Health & Family Welfare, GoI, underlined the fact that “60% of the medicines in the world are exported from India. It is rightly said that India holds a 30% market share. From a situation where we had none, today there are 641 test labs across India. Testing machines, PPE kits have been created within India, making us truly ‘AtmaNirbhar.’ PM Narendra Modi had set a target for conducting one lakh tests a day before May 31st, we have already surpassed that and have done 1,22,000 tests per day. India of 21st century will be a global inspiration for the development of the world. Today we have 600 PPE kits manufacturers making 3.5 lakh kits per day, sending them to all states. ‘Make in India’ has been given a boost, making India self-sufficient as well. Medical colleges have been augmented, we are not just adhering to global parameters but also exceeding them.”

“As soon as the COVID-19 pandemic was declared, PM Narendra Modi asked our ministry to start working on a solution. We have been monitoring what is happening across India and the world. A Group of Ministers was immediately convened and we have been expediting the search for a vaccine. Stopping International air travel to India, announcing the lockdown were important steps due to which today we are better off than the world. The Indian government’s thinking has been very good. The numbers are rising but if our PM hadn’t displayed foresight, the situation would have been much worse. Even developed countries having all the healthcare infrastructure and equipment can’t deal with COVID-19,” he added.

“Take care of yourself and others, adhere to lockdown norms. We have to learn to live with COVID-19, be prepared for lockdown 5.0. The government has relaxed norms during lockdown 4.0. Our self-confidence has not reduced and we have despite the circumstances even allowed economic activity to resume, returned migrants to their native place. The lockdown enables us to keep numbers in control. Steps have been taken to ensure that the poor are not left hungry. In which other country does the PM himself call people in villages and ask how they are coping with and managing the situation?” the Minister affirmed.

“A lot of healthcare innovations have been possible in India. The Indian government has been very supportive of innovative solutions. We don’t think just about ourselves, we care about the entire world. Crores of people have benefited from Ayushman Bharat. 21,000 hospitals from both, public and private sector have joined with it. We have 1.5 lakh primary health centres and will be transforming them into Health and Wellness centres, making the shift from illness to wellness. Telemedicine has progressed during COVID-19, connecting to even remote villages. People have benefitted a lot from this. Check-up systems have been enhanced. We want to move towards universal healthcare. We want to make check-ups affordable and easy to access. Health for all is a tradition in India. During COVID-19 we have issued healthcare advisories. We aim to make healthcare affordable with a holistic approach,” the Minister emphasized.

Nilesh Jain, Venture Partner Z Nation Lab, Founder Clinivantage Healthcare Technologies, moderated the panel. “During the last two and half months, while India has been under lockdown, pharma has been looking at innovation in a very different way, PM’s ‘AtmaNirbhar Bharat’ applies to pharma, we need to identify how we can be self-sufficient. Innovation is going to be the centrepiece of the pharma industry going forward” he opined.

Arvind Kumar Pandian, Strategic Partnerships, USAID, said, “The biggest challenge for innovations is access to market and access to capital. We help in solving that. We have made 1.4 bn investments, we work closely with the national and state governments. The challenge for innovators is getting access to large markets. We have partnered with National Health Authority and are providing $50 mn grants for innovators.”

Y.K. Gupta, Technical Committee (GLP Program) Program in DST on Digital Health, explained, “Any drug development requires clinical trial and clinical trials due to COVID-19 have been a challenge. If there is a large missing data, ultimately getting to a conclusion is a challenge. So the question can startups and pharma industry use AI for data usage and study to get more accurate results? The other challenge that can be solved is remote clinical trials and the caretaker can be the moderator.”

Sudarshan Jain, Secretary-General, Indian Pharmaceutical Alliance, said, “COVID-19 is a great opportunity; any adversity has to be transformed into an opportunity. There’s outstanding work that is being done in India. India controls 60% of the vaccine market. The timeframe for vaccine development in India has been reduced from 10 years to 1 year.”

There is cost-effectiveness, precision, and knowledge in India. I think the first COVID-19 vaccine will come from India. By September or December, we will have a solution to this pandemic.”

Umang Chaturvedi, Head of Policy, Mylan Lab, said “A major concern is the dependence on other countries for the raw materials for medical equipment. The whole medical education infrastructure should be looked after. It is important to have a quick regulatory ecosystem.”

Haider Khan the director himself has written the story and screenplay of it. This film highlights the unspoken story about ROHINGYA’S . Over 900,000 Rohingya refugees fled violence in Myanmar and sought refuge in Bangladesh. And they are still looking for freedom to date.

A movie that made us foresee the crumbling of the Mullaperiyar dam predicted to fall in July 2020 by Nostradamus. Even the supreme Indian Parliament standing still in the name of a movie. Two states closed their borders and involving in a fight between each other. Thousands of volunteering protesters flowing into Mullaperiyar daily. Tamil Nadu Government is continuing the ban even after the Supreme court granted permission for the release. They also denied putting up of posters through movie organizations and asking whichever theatre that came forward to show the movie to pay the entire revenue as fine. They banned satellite rights of the film, which almost got to the final step of gaining the most prestigious Oscar and assigning hundreds of Cyber soldiers to tamper with the IMDB rating. Even the history of world cinema hasn’t witnessed such atrocious activities to sabotage a movie. The ban, which gets renewed every six months, got renewed last March 20 again.

This corona era’s holidays are offering a rebirth to the many movies that got sunk in our soul’s Dam. Released 9 years ago, a Hollywood movie, that created a wave of amusement, is brimming up our search engines again as it gears to celebrate its tenth anniversary.

9 main characters, 9 locations, 9 emotions, 9 songs. 9 diverse faces of lost love, National Award winners from 9 different film industries, story developing aligning with the positioning of 9 planets, filming of Ayurveda treatment methods in 9 ways of treatment, above all, a plot that cherished 9 tracts. These 9 are the virtues that made this movie outstanding.

Directed by Dr. Sohan Roy and released in 2011, DAM 999 has novelties numerous enough to fill a dam. Apart from gaining a reputed position among the Oscar-shortlisted movies, the movie’s script, also written by Sohan Roy, was placed in the Oscar Academy Library’s (Academy of Motion Picture Arts and Sciences) permanent core collection.

In 2011, this movie’s release unleashed a “water bomb” of controversies. It was also an era when the news about central Kerala, which lies in the lap of Mullaperiyar dam, gave sleepless nights to the Malayalee community all around the world. When human lovers, who got a clear picture of the Dam’s hazardous security issues through the visualization of this movie, they resolved to go for a stringent rebellion. But, Tamil Nadu banned the movie’s release.

History is what enlightened the movie’s director on the fact that dams which give people with the boons of water and light, also has the power to put off their life’s light forever. In 1975, 2,50,000 people were mass murdered by Banqiao Dam in China. Wikipedia refers to it as the tallest among the 6 oldest dams across the globe and that it is 7 times taller than Banqiao Dam. These facts vividly explain the intensity of horror that was collecting in the Mullaperiyar dam along with water.

Just like emotions and consciousness make a man think, it urged Sohan Roy to sit and ponder. Afterward, he filmed the documentary named “Dams: The Lethal Water Bombs” and shared his concerns with society. The short film secured three awards from Los Angeles Movie Festival and Movie awards the very next year itself and continued to acquire about 23 international awards in the coming years.

When a twenty-one-minute movie was subject to acknowledgment, he realized the seamless opportunities a commercial film made on the same concept could receive. It urged him to make a movie on a larger canvas. In contrast to “Titanic” movie’s concept of coincidental disaster, a film which pictures human-made disaster can fulfil the actual goal of the art of movie-making- bringing awareness. With this thought in mind, he started conceptualizing it in him. The director spent the entire savings made through 16 years long hard work for this ten million budget debut film, without fathoming that he is stepping into a great disaster.

    

By the time “DAM 999” was ready for release, it had already received so many accolades. The movie has cast 16 national award winners, and became the first Indian movie to implement 2D to 3D “conversion technology.” The film was also simultaneously released in 5 world languages. It was shot aboard the largest ship in the world’s history, making it the first Indian film that had incorporated the water graphics technology. DAM999 was the first Indian movie produced in the Hollywood format. It was distributed by the world-famous production and distribution company “Warner Bros.” Banned in the state, even before its release, it became super hit, thanks to the controversies of actor created due to actor Thilakan and Mullaperiyar, etc. These exciting facts made the movie stand out, which comes to a total of nine specialties, including controversies and novelties during release time.

The film was also a “super-hit” in terms of the number of awards it had received. It was also shortlisted for Oscar and received five entries in three categories. Besides this, the movie got selected to compete in twelve categories for the very next year’s Golden Rooster Awards. Dam 999 is also the first Indian movie that to have obtained entry to this award, which is also popularly known as the “Chinese Oscar.”

In the year of 2013, the cinema received “Best Director” and “Best feature film” awards at the Cinerockholm International Film Festival; Three awards including “Special Jury Award,” “Best Movie of Festival” and “Best International Feature Film” from International Film Festival for Environment Health and Cultural Festival; “Best English Film Award” in Sangli film Festival, and more. The movie was also honored with the “Judge’s Favourite Award” at the “Antigua & Barbuda Film Festival” while the organizers honored Director Sohan Roy with a special award.

The movie got selected in about 130 film festivals including the internationally acclaimed Tehran Film Festival, Jaipur International Film Festival, Malaysia Kuala Lumpur Eco Film Festival, America’s Chain NYC Festival, Louisville International Film Festival, Laughlin International Film Festival, Trinity International Film Festival, and Italy’s Salento International Film Festival. Alongside this, the film had also achieved California’s Global Music Award.

“Biz TV Network” based in UAE is the producer of “DAM 999”. Many National Award winners from different states have associated with the film’s crew. Ajay Vincent and music by Ouseppachan did the cinematography. Vinay Rai, Ashish Vidyarthi, Rajit Kapur, Vimala Raman, Linda Arsenio, Joshua Frederick. The film introduced the latest technologies in sound recording and camera, which Indian cinema had never experienced before.

If there is a record for creating novelty lining a range of innovations, that award will also go to DAM 999. The film had created nine dimensions of aesthetic appreciation to gratify the aesthetic demands of nine different categories of film viewers.

The film imparts scientific facts about a disaster that dams can cause for those who have built up dams of anxiety in their minds, which includes concerns about Mullaperiyar. To music lovers, this movie is a musical entertainer, and it takes the family audience to a state of emotional “sethubandhanam.” For those who believe in India’s indigenous healing practices, they experienced it that way. At the same time, the lovers of astrology will take it as an astrological movie. The ninth feature of the movie is the romantic experience it gives to both lovers as well as disappointed lovers. These many reasons are enough to curb an average person’s curiosity about why there are so many “nines” in the title of DAM 999. Doesn’t it feel like the director has synchronized nine features in production, release, and appreciation into the title? But this is not the secret behind the “nines”… That is the twist!

Vishakham Thirunal Ramavarma, the ruler of the erstwhile Travancore princely state, had signed an agreement with the British for 999 years, known as “Periyar Paattakkarar” ( Periyar Lease Agreement). The British people were authorized to construct the Mullaperiyar Dam and to distribute the water of Periyar to Tamil Nadu via the Vaigai river for 999 years. This agreement came into force on 1886 October 29. The Achyuthamenon Government had renewed the agreement post-independence.

Nobody has any grievances in supplying water to Tamil Nadu. But isn’t it atrocious to argue that Kerala has no right to rebuild the Dam for 999 years? Will a Dam which starts to give away after about a hundred years stay secure for 999 years?

Was that 999 suffixed to “DAM” because the “999” is a more significant water bomb than the Dam itself?

Only the movie’s everything, its director, ostracized before years and who still wanders around without getting moksha knows it!

Mumbai is the city of dreams and the financial capital of India. Mumbai is the world’s 6th most populated city and in a decade, Mumbai will become the 4th most populated city globally. Mumbai city contributes 37.5% of Maharashtra’s GDP and 6.3% of India’s GDP.

Harish Jain, Vice President, Brihanmumbai Developers Association (BDA), underlines that “Mumbai has more than 40000 Cooperative Housing Societies out of which 20000 societies need redevelopment. The city has more than 20000 dilapidated buildings, which need urgent redevelopment and 45% of Mumbai stays in slums, most of which are unhygienic with unliveable conditions. All of these need to be given priority and urgent attention by MCGM, State and Central Government.”

According to Ritesh Shah, Secretary, BDA, “COVID-19 has irrevocably changed every aspect of our lives. Our homes have emerged as the one safe refuge during the present lockdown phase and going forward they will continue to be so. Mumbai is an epicentre for Covid-19 due to non-development of these slums and delayed redevelopment of congested MHADA colonies While construction activities in the Brihanmumbai Municipal Corporation limits also came to a halt, adhering to the lockdown norms, it is vital to now have a strategy in place so that the process of building and delivering new homes can be expedited post-lockdown.”

“Most of the proposed solutions echoes the representations made by the developer community in the past with an aim to speed up the existing cumbersome and time-consuming procedures, which would otherwise extend the waiting period for Mumbaikars who are desperately in need of new residences,” Shah adds.

Real estate industry has received major setbacks in the past due to Demonetisation, implementation of RERA, GST, and the NBFC crisis. Also, due to the falling economy, sales are down since the last 3-4 years.

Following are the major setbacks, which continue to hamper real estate markets.

Revenue

Approvals like Non Agricultural approval are still required in city like Mumbai inspite Ease of Doing Business being in place

Land rates in Ready Reckoner are published every year by the Revenue Department which increases land rates year-on-year basis inspite of the fact that hardly any land deals are happening in Mumbai. However, GST considers 33% as land rate. There is a huge discrepancy in the same between two government departments.

DCPR 2034

DCPR 2034 took 3 years to get implemented and in that still many clarifications are pending from the Urban Development Department (UDD) and clearance of EP’s (Excluded Portion) is still awaited.

All premiums are linked to Ready Reckoner rates and RR kept on increasing year-on-year basis in last 8-9 years.

Benefit under Regulation 33(7)(A) & 33(7)(B) for redevelopment is not passed on to the developer who have migrated intoto under DCPR 2034 from DCR 1991.

Open Space Deficiency for additional FSI has been increased 10 fold in DCPR 2034 from what was charged in DCR 1991 from 10% to 100% of Ready Reckoner.

Navy Issue

Due to NAVY NOC issue, more than 10000 people in Ghatkopar and adjacent suburbs are out of their homes for more than 9 years. This needs to be resolved immediately.

Civil Aviation

Post granting height and getting approvals AAI (Airport Authority of India) reduces height of the building of ongoing projects. Due to this more than 15000 families are out of their homes.

RERA

If projects are delayed for no fault of developer i.e. due to change in policy, still developers are being penalised and interests are being charged.

Approval & Ease of Doing Business

Approvals still take more than 4-5 months, there is no ease available to the developer.

MHADA & SRA doesn’t have full-fledged online process; getting approvals is cumbersome and long delayed.

GST

GST @ market value on rehab area given free of cost to Tenants and Society members has killed the Redevelopment industry. This needs to be waived off completely as GST is already being paid on sale flats & Development Agreement.

LUC

Land Under construction (LUC) Tax is tax levied by MCGM on under construction projects. This is 10 times the tax levied on ready flats. Under construction projects have no amenities of MCGM, still exorbitant tax is charged.  LUC tax contributes to addition on cost to the extent of Rs. 2,000 to Rs. 4000 per sq. ft. depending on land ready reckoner rate.

RBI

Benefit of reduced repo rate by RBI is not passed on to the Developers most of the times.

Level Playing Field

There are four approving authority in Mumbai i.e. MHADA, MMRDA, SRA & MCGM and many regulations under DCPR 2034 are having different payments, which doesn’t  give equal level playing field to Developers.

“At BDA we seek urgent Government intervention on these points. If they are not resolved soon, the developers will face serious issues. Redevelopment will be stopped as it is no more feasible and too cumbersome to get approvals done. Along with developers, all the common Mumbaikars will suffer,” Harish Jain, pointed out.

The Brihanmumbai Developers Association (BDA), has been quite proactive in this regard, conducting several webinars where suggestions were invited and deliberated upon before formulating a detailed blueprint for the same. Petitioning the authorities at each level to announce policies that can facilitate faster revival of construction activity, the BDA office bearers have outlined specific solutions to reduce further delays and effectively enable home seekers to receive possession as early as possible.

The Brihanmumbai Developers Association (BDA) is created out of a Movement. It is more of movement than association. In a matter of 12 months, more than 500 developers mainly into redevelopment have joined the movement. Borivali Developers Association was born out of exactly such a need in the year 2019. A small group of five developers primarily involved in redevelopment projects in Borivali, initiated the idea of such an organisation. However, in a very short span of time the idea caught the imagination of developers across the city involved in redevelopment and therefore the organization was renamed and registered as Brihanmumbai Developers Association (BDA) so as to represent all its members who joined the movement from across the city of Mumbai.

At BDA we realize that when we do quality redevelopment projects, we not only contribute to the economy of the nation, but also bring about a huge change in the lifestyles and aspirations of the existing slum dwellers, tenants or society members whose buildings we redevelop. It is therefore about time that our social and economic contribution is recognized by the authorities and due support is provided to ease out the difficulties faced by the industry.
